TEYA - Juba has officially inaugurated the 2025–2027 leadership, led by Beny Deng William Kwir (Deng Junior). This marked one of the most momentous occasions hosted by TEYA - Juba, a tradition that takes place every two years in Juba. On 13th July 2025, the Independent Electoral Commission (IEC) of TEYA officially inaugurated the new leadership to serve for the next two-year term.
The inauguration ceremony was attended by distinguished guests, community leaders, and TEYA members from across the region. The event showcased the democratic values and peaceful transfer of power that TEYA has maintained throughout its history.

Ladies and Gentlemen,
Good evening!
My name is Arok Dut Arok, the outgoing Chairman of TEYA. It is a great honour to inform you, that today signifies a great tradition and cultural routine of an outstanding transfer of power by Twic East Youth Association in Juba, the Republic of South Sudan, which occurs every subsequent two years. The last two years have been somewhat challenging but were significantly patent with a boundless triumph of success, not only for the TEYA outgoing executive, but also for the youth, children, women and the people of Twic East in general.
Honourable TEYA Members, Ladies and Gentlemen,
The 2023–2025 TEYA tenure leaves a huge legacy of both tangible and intangible assets and a load of self-reliant young people who have acquired a set of skills in different sectors through TEYA-sponsored vocational training programs. Twic East Youth Association in Juba is not a random youth entity; it is indeed known for service delivery to the people of Twic East in areas where our government is handicapped for acknowledged and unknown reasons thereto. TEYA is the glue that holds Twic East together in peace and harmony. It is the backbone to both developmental and non-progressive aspects of our community and thus, being a TEYA leader is a big load of various responsibilities that are not limited to youth interest and wellbeing.
Honourable People of Twic East,
Allow me to take this memorial opportunity to thank my exceptional executive and advisors, and the honourable members of TEYA General Assembly for their unceasing support accorded to the leadership in the last two years of my tenure. To the youth of Twic East, we had, and will always have to remain on top of the game at all times and levels in the Republic of South Sudan, because of your love for Twic East, both the land and the people. Thanks to your commitment and sacrifices, which indicates our sincere, yet magnificent difference with other sisterly associations in the Republic of South Sudan.
Ladies and Gentlemen,
It is a great honour to also acknowledge the support and collaborations with Twic East Community leadership under our humble late Chairman, Gen. Amb. Bior Ajang Duot, to whom we have built and dedicated a hall in his name's glory and memory, and subsequently, Chairman Gen. Biar Mading Biar, and all other stakeholders, thank you.
In the same note, we are very much indebted to the unmatched support and sacrifices of the people of Twic East in Australia, mainly TEYAA and TECAA, who have continuously invited various Twic East leaders in Africa to have an opportunity to visit and interact with our people in Australia. This has built a spirit of Twic East unity of purpose and globalization amongst all levels of our community.
The most valued Members of TEYA General Assembly,
As we leave TEYA to our predecessors, we leave you with a finished TEYA Centre fence, a hall, and a vocational training institute with an independent and operational management. In the same essence, we leave you in the safe hands of Deng Jr. William Kuir Bul, a leader you have unanimously elected and whom you all cherished and loved. I hope he will benefit from your usual and unceasing support as a people and a family called "The Twic East."
During our tenure, Twic East Youth Association has shown the people of South Sudan that we don't necessarily need to have a foreign sponsor or a donor in order to achieve greatly, but our collective sacrifices and efforts. In 2024, TEYA members incorporated into the Constitution a two-year subscription and membership fee of twenty-six USD ($26.00) for each individual member of the Association, and this has empowered and significantly impacted the work of the Association.
So, thank you to those honourable members of the General Assembly who sacrificed and paid 26 USD for the sake of TEYA and to show their utmost love for Twic East — the land and the people.
Last, but not least,
To my brother Deng William Jr. Kuir Bul, TEYA is in your good hands. It is for you and about you. Please do what you have always wanted to do for the people of Twic East all these years. I wish and hope that you will make the land and the people of Twic East prouder in response to the greatest expectation that the General Assembly momentously expects of you, as clearly seen in a nationwide celebration of your well-deserved victory for the Chairmanship of the most renowned and prestigious Association in the country. It is also good to note that the high hopes and expectations you have created for our people are exceedingly amazing, but beware, for the same essence might turn into your biggest opposition and threat.
Honourable People of Twic East, Ladies and Gentlemen,
As I end this memorial speech, I want to thank my family and friends for their support and sacrifices in the last two years. I have learned more about both individuals and the community of Twic East, as some people have greatly envied me, and others have sincerely cherished my sacrifices and success that I have registered in the name of TEYA. But above everything else, I love you all, because you are all my people, and there is nothing greater than being a servant and leader of TEYA.
As I leave this podium, it is great to note that being a Twic is a meaningful statement in our country now, and it is up to the predecessors to maintain the same integrity in the years to come — and this is, and must always be, our unceasing vision.
May God bless the land and the people of Twic East.
